I remember some human resource department’s senior (in a company that pay IDR 15K/overtime (note that, per overtime, not per hours, so if 1 hour or 24 hours of overtime is the same)) said something like this: “When a developer works overtime, it is because they are slow and miss the deadlines, that is why we pay them not per hour for overtime. Compare it to worker in manufacturing industry, when they do overtime, the products that they manufactured also increases, so they were paid per hour”

Agile is a good solution, but too distracting and dynamic — Might as well create new management methods focused on software development.
